The UAW-GM Department’s Skilled Trades Coordinator reviewed appellants’ complaint and determined that the Company was not obligated to replace skilled trades workers who retired in 2008 and 2009 under the terms of a special attrition plan. This review process was the remedy provided by Appendix K for issues arising under the rules for filling vacancies created by attrition. In addition, a letter of understanding in the 2007 UAW-GM National Agreement granted the National JOBS Committee power to investigate and respond to unusual situations. Economic conditions at the time precluded a rigid application of the rules for filling vacancies. The UAW-GM Department’s affirmation of the JOBS Committee’s decisions in response to these circumstances was rational.
