The only question presented by an appeal from the rejection of charges is whether the charge as written satisfies the criteria of Article 31, §3 of the International Constitution. In this case, the President’s staff correctly concluded that the act complained of in Green’s charge was not an appropriate subject for a trial on charges conducted in accordance with Article 31. Complaints regarding the handling of grievances must be presented in accordance with the procedures described in Article 33 of the Constitution, rather than as charges submitted in accordance with Article 31.
